Banning Residents Deliver Decisive Referendum Victory

All three referendum petitions challenging the Sunset Crossroads mega-warehouse project have officially qualified for the ballot with an extraordinary 93.8% signature validity rate. Banning residents submitted more than 7,500 signatures to demand a direct voice in the future of their community. Riverside County election officials have officially certified that all three Sunset Crossroads referendum petitions qualified, with nearly 94% of the signatures verified as valid. What’s happening

The Sunset Crossroads project, approved by 4 of 5 city council members, will bring massive mega-warehouse development to Banning—impacting our city's quality of life forever.City documents describe a 533-acre project with about 4.7 million square feet of warehouse space.The City Council approved it on March 10, 2026, even though the Planning Commission recommended denial.

This fight is not over.

The San Gorgonio Pass Alliance launched a successful referendum campaign through the PASS ALLIANCE PAC. With nearly 94% signature validity, the City Council must now chose to recind their decisons or place the three measures befor the voters on the November 2026 ballot.

April 17, 2026

Proponents filed notices of intent to circulate three referendum petitions challenging Ordinances 1618, 1619 and 1620. These ordinances approved key land-use changes and a development agreement for the Sunset Crossroads mega-warehouse project. The referenda give Banning residents a path to challenge decisions that could bring major truck traffic, congestion, noise, air pollution and long-term impacts to nearby neighborhoods and the broader community.

At the April 14 meeting, four Banning City Council members ignored the people and betrayed our trust by voting to impose the massive Sunset Crossroads mega-warehouse project despite strong and repeated opposition from residents.

Council Member Leroy Miller (D1) = YES
Council Member Sheri Flynn (D3) = NO
